I hit the Word icon in the top left corner, choose new, but then it looks like I can only choose from preloaded templates or I can 'search online'. I don't want that, I want to use the template. The text will appear highlighted, and a template tag will appear. Double-clicking the template on the desktop does not open the template itself. It starts Word with a document based on the template. I suggested the New Document or Template button -- which you can put on either the ribbon or the Quick Access Toolbar -- because it's far more user-friendly than the File > New page in Word 2013. But even that won't give you access to a template on the desktop; it displays only templates in the Templates folder. There's one more option, which displays such typical Microsoft convoluted logic that you probably wouldn't like it. If you go to File > Options > Save, and fill the 'Default personal templates location' with the path to your desktop, that will add the label 'PERSONAL' next to the label 'FEATURED' in the File > New page. When you click PERSONAL, you'll see a folder icon labeled Desktop, and you can click that to see any templates and documents on your desktop.
